    SUBJECT:        State University Construction Fund Legislation


    As you probably know, the Construction Fund's flexibility legislation has passed the Senate (S.5925-C). The Fund is making an all out-effort to secure Assembly passage if the Assembly reconvenes as they are expected to before January. If enacted, this legislation will provide the University with a critically-needed means of developing projects, or parts of projects, that will be developed without State financial support.

    The post-election Legislative Session presents a small but critically important opportunity to move this bill and open up a world of possibilities for public and private cooperation for the betterment of the University. My office is doing everything possible to get this bill on the agenda for the post-election session, but we all need to mobilize a state-wide effort to educate key members of the Legislature on the importance of this bill.

    Your business officer can tell you more about the details of the bill and its importance to development plans on your campus. Please take a moment to discuss this effort with her or him and coordinate contacts with your local legislative delegation to the State Assembly.
